The chief executive of the Planning Act 2016 (the Act), being the Director-General of the Department of Infrastructure, Local Government and Planning (DILGP) is the assessment manager or referral agency for development applications where there is a matter of interest to the state. DILGP is the single point of lodgement for all development applications that are assessed through the State Assessment and Referral Agency (SARA).
The State Development Assessment Provisions (SDAP) defines the state’s interest in development assessment. It contains the matters SARA considers when assessing a development application on behalf of the chief executive.
The state uses SDAP to deliver a coordinated, whole-of-government approach to the state’s assessment of development applications.
SDAP is a statutory document and is prescribed in the Planning Regulation 2017.

When submitting a development application to the SARA, the applicant is required to demonstrate how the application complies with the applicable state code(s) in SDAP.
Appendix 1 of SDAP includes two tables that provide assistance to applicants to determine which state codes they may need to address as part of their development application.
SDAP is updated from time-to-time to reflect legislative and policy changes. A summary of the changes made as part of each version is also available.
The table below outlines the versions of SDAP made by the chief executive and given effect through an amendment to the Sustainable Planning Regulation 2009 or the Planning Regulation 2017. Please note that new versions of SDAP are typically published for information purposes two weeks prior to their commencement.
