The Economic Development Act 2012 (ED Act) provides for the circumstances where an interim land use plan (ILUP) may be due to expire during a caretaker mode. The Herston Quarter PDA ILUP was due to expire on 17 November 2017. A development scheme for a PDA cannot be made during the caretaker mode. The ED Act ensures that the ILUP remains in effect until the development scheme for the PDA can be made, providing continuity for development.
The Herston Quarter PDA was declared on 18 November 2016. It is approximately six hectares in size and located in the suburb of Herston, approximately two kilometres north of the Brisbane central business district.
The PDA is located on part of the broader Herston health precinct and is bordered by Herston Road to the south, Bramston Terrace to the west and the Royal Brisbane and Women’s Hospital (RBWH) to the east and north. The PDA is in close proximity to both the Herston and RBWH busway stations and adjacent to the University of Queensland’s School of Public Health and School of Dentistry buildings.
The purpose of the PDA is to facilitate the redevelopment of the Herston Quarter as a mixed-use precinct with a strong emphasis on health-related uses. The major catalyst for redevelopment was the transfer of children’s health services from the Royal Children’s Hospital to the new Lady Cilento Children’s Hospital in late 2014 which resulted in the vacancy of the majority of buildings in the PDA.
The PDA includes significant state-listed heritage places including the Lady Lamington Nurses Home, Edith Cavell and Lady Norman buildings which will be preserved and adaptively re-used.
Herston Quarter PDA Proposed Development Scheme and public notification
Public notification of the proposed development scheme for Herston Quarter PDA was held from 7 August to 18 September 2017 (the submission period). During the submission period, all interested parties, including the community, residents and business operators, were invited to view the proposed development scheme and make a written submission to the Minister for Economic Development Queensland (MEDQ).
All submissions received during the submission period will be considered by the MEDQ. A submissions report will be prepared summarising the submissions received and the merits of those submissions. In some cases amendments may be made to the proposed development scheme as a consequence of issues raised in submissions. Once approved by the MEDQ, a copy of the submission report and development scheme will be available online.
The Economic Development Act 2012 (ED Act) provides for a streamlined planning and development framework for PDAs to facilitate economic development, and development for community purposes.
Once a site is declared under the ED Act a development scheme for the PDA must be prepared. Until the development scheme is finalised, development within the PDA is regulated under the Interim Land Use Plan (ILUP) ( 5.5 MB).
The Herston Quarter PDA was declared to establish the necessary policy framework to support the intended development and community outcomes for the area. The redevelopment of the PDA will include a Specialist Rehabilitation and Ambulatory Care Centre, a private hospital, aged care and retirement living, residential accommodation, childcare facilities and retail and restaurant facilities to support the new mixed-use community.
Who will prepare the Herston Quarter PDA development scheme?
The proposed development scheme has been prepared by EDQ in consultation with state agencies and other stakeholders.
Who is responsible for what elements of the development?
Development of the Herston Quarter PDA involves a number of organisations performing various roles over the life of the proposed renewal of the site. Queensland Treasury managed the competitive bid process. Metro North Hospital and Health Services is the State Government's project manager for the site's renewal with oversight of the contractual arrangement with Australian Unity (the developer). EDQ is the responsible planning agency (including plan making and development assessment) rather than Brisbane City Council (BCC). BCC remains involved in the planning process and is responsible for other matters including local infrastructure networks and management of local laws.
What is the vision for the Herston Quarter PDA?
Development in the Herston Quarter PDA will maximise the strategic location adjacent to Queensland’s major health, education and research facilities, and public transport infrastructure to support employment growth in health and knowledge industries and deliver a unique and world-class destination for Brisbane. While development will have an emphasis on health-related uses, the PDA will also provide a mix of other land uses that support this outcome.
Development in the Herston Quarter PDA will achieve this vision by:
delivering a range of new and exemplary clinical, biomedical and complementary health-related uses including a Specialist Rehabilitation and Ambulatory Care Centre (SRACC)
creating a vibrant and highly active mixed-use precinct that supports the surrounding health, research and education uses through provision of health, commercial, residential, student accommodation, short-term accommodation, retirement, child care, aged care, community and small scale retail uses
providing improved amenity for users of facilities in the PDA and the broader Herston Health Precinct including delivery of a range of diverse, interconnected and activated key public spaces that encourage formal and informal interactions and promote wellbeing
promoting high-quality urban design in the built form and public realm and a high-quality living environment for building occupants including application of best practice climatically responsive and sub-tropical design principles
providing an integrated vehicular parking solution to service the needs of residents, staff and visitors to the PDA and the remainder of the Herston Health Precinct including a new multi-storey parking station
providing for the revitalisation, conservation and adaptive re-use of heritage places to ensure their ongoing use and preservation, and recognition of their cultural heritage values including respect for the heritage buildings and their setting
maximising the infrastructure investment in the Northern Busway by focussing land uses that generate high pedestrian traffic near public transport and promoting the integration of development in the PDA with the Herston and RBWH busway stations
contributing to a unique sense of place identity for the PDA and surrounding area by providing opportunities to embrace the existing distinctive landscape, heritage and cultural qualities
improving connectivity, permeability, safety and accessibility within the PDA for pedestrians, cyclists and vehicles including convenient access to active transport routes
improving the integration between the PDA, remainder of the Herston Health Precinct and surrounding area, including reconnecting the heritage place within the PDA to the southern and western edges.
Who will undertake the development assessment for the Herston Quarter PDA?
Development assessment for Herston Quarter PDA will be undertaken by EDQ.
How will car parking and traffic be managed in the PDA?
Traffic and transport has been a key consideration for EDQ during the preparation of the proposed development scheme. To help understand the impacts of the development, including potential upgrades to the local network, EDQ has undertaken traffic modelling and analysis, which has informed the plan preparation. During the development approval process, EDQ will also require the developer to prepare a traffic management plan that will address a number of matters including construction traffic and parking, and impacts on the local network.
The proposed development scheme applies the Brisbane City Council City Plan parking ratios for all new buildings in the PDA. As well as a new, larger multi-storey car park in the north of the PDA to replace and expand upon the current Bramston Terrace car park, the proposed development will also be required to provide parking for the new buildings. This includes any new residential development. It is recognised that an integrated parking solution is critical to the success of the PDA and will continue to be assessed by EDQ throughout the plan making and development assessment process.
What happens when a development application is made in the Herston Quarter PDA?
A PDA development application will be assessed against the purposes of the ED Act and the Herston Quarter PDA Interim Land Use Plan (ILUP) until the development scheme has been finalised.
Any development applications made under the ILUP may require public notification if it is considered to have adverse impacts on adjoining land, amenity or is not a preferred land use.
How does the ED Act development assessment process differ from the Planning Act 2016 development assessment process?
Development applications over land within a PDA are made against the ILUP, instead of the local planning scheme and assessed under the ED Act. Under this Act, the assessment process generally occurs within 40 business days. This timeframe does not include circumstances where there is a need for additional information or public notice of the application.
Development applications over land outside a PDA are made to and assessed by the local government authority under the Planning Act 2016 and the planning scheme.
Will the heritage buildings within the Herston Quarter be preserved?
There are a number of significant state-listed heritage buildings within the PDA including the Lady Lamington Nurses' Home, Lady Lamington North and South Towers, Edith Cavell Building and Lady Norman Wing. These buildings will be preserved and revitalised with a range of uses such as cafes, restaurants and student accommodation that will add vibrancy and a day and night presence to the precinct. It is acknowledged that some changes might need to occur to these buildings to improve their accessibility and functionality as well as enhance their cultural heritage value.
How will other construction impacts be managed including noise, vibration and dust
As part of any development approvals, EDQ will require the developer to prepare a construction management plan. This plan typically defines the arrangements and procedures to be put in place to minimise adverse impacts on local amenity including traffic, dust, noise and vibration. This is especially important for the Herston Quarter PDA given its proximity to homes and an operational hospital. The development will also need to meet a number of acoustic and air quality standards to ensure construction and ongoing operation of the development addresses any possible adverse impacts.
How have the community been involved in the project to date?
Community consultation began in November 2014 and included the distribution of newsletters to the Herston community and a series of community workshops held in November 2015. These workshops were instrumental in shaping the proposed masterplan for the Herston Quarter. Following the state government and Australian Unity executing a contract in early 2017, Metro North Hospital and Health Services (MNHHS) has regularly engaged with the Herston Health Precinct community about the proposed redevelopment since finalising the development contract.
EDQ conducted two information sessions within the Herston precinct in August 2017 providing an opportunity for all interested parties to talk to an EDQ planner about the proposed development scheme.
