Major policy decisions relating to the restoration of essential public assets during the local government caretaker period

The state government recognises that the reconstruction of essential public assets is a high priority for local governments in the wake of the 2010/11 natural disasters.

The purpose of this bulletin is to advise local governments of special arrangements put in place by the Honourable Paul Lucas MP, Attorney-General, Minister for Local Government and Special Minister for State to ensure that any work on approved Restoration of Essential Public Assets (REPA) relief measures under the Natural Disaster Relief Recovery Arrangements (NDRRA) funding program, that fall within the definition of a major policy decision, can continue during the local government caretaker period.

What the legislation says

A bulletin regarding the arrangements for the caretaker period during the 2012 local government elections has previously been published by the department. Please see bulletin 23/11 for more information.

Approval of restoration of essential public assets

Due to the exceptional circumstances that apply to these types of projects, the Minister has granted an approval for all local governments to make major policy decisions, during the 2012 local government quadrennial election caretaker period, that are approved REPA relief measures under the NDRRA funding program.

The approval will enable local governments to continue to reinstate public assets to their pre-disaster state as soon as possible.
