The Minister’s Guidelines and Rules (PDF icon 1.4 MB) (MGR) is the key instrument that will mandate how local planning schemes and other local planning instruments are made (or changed). The MGR also outlines public consultation requirements that support the plan making process.

Following a period of public consultation, the MGR was gazetted on 26 May 2017, and will become effective as part of the new planning system on 3 July 2017.

The MGR includes several improvements including:

  • a tailored approach for making or amending a planning scheme, allowing local governments to develop a process that responds to their unique circumstances and communities
  • the introduction of a new amendment process called qualified state interest amendment
  • revised land valuation methodology relating to the costing of trunk infrastructure
  • new guidelines for making and amending infrastructure designations.
