The Toolooa Priority Development Area (PDA) was declared on 9 December 2011 and provides an opportunity to create a vibrant community that blends new, well designed neighbourhoods with the existing residential areas of Toolooa and Glen Eden.

The PDA is situated approximately 6km south of the Gladstone CBD in the suburb of Toolooa. It is bounded by Gladstone - Benaraby Road, Philip Street, Glen Eden Drive and Glenlyon Road. Altogether the PDA is approximately 180 hectares in size. Comprising only state owned land the PDA adjoins the current communities of Toolooa and Glen Eden but does not encompass any of the existing residences within its boundary. It is anticipated the developable land in PDA has the potential to provide up to 1000 dwellings, subject to detailed design analysis which takes into consideration issues such as steep land and flooding.

The PDA will assist in the delivery of housing in the Gladstone region, as it continues to grow with the expansion of the resources industry. The PDA will provide a diverse range of housing choices through facilitating a mix of densities, types, designs, price points as well as both home ownership and rental options.

Note: In February 2013, the Urban Land Development Act 2007 (ULDA Act) was repealed and replaced with the Economic Development Act 2012 (ED Act). From then on, land areas identified for priority development were referred to as Priority Development Areas (PDAs), not Urban Development Areas (UDAs), and existing UDAs were transitioned to PDAs under the ED Act. Any reference to the term UDA on this website is taken to mean a transitioned UDA, which is now known as a PDA.

Adoption of the Toolooa PDA Development Scheme

On 26 April 2013 the Toolooa PDA Development Scheme was approved by the state government.

Since declaration of the Toolooa PDA in December 2011, the state government has consulted with Gladstone Regional Council, key stakeholders, state agencies and the community to seek input into the preparation of the Toolooa PDA Development Scheme.

The development scheme was on public notification from 29 June to 13 August 2012.

The development scheme is the planning document that will assist in planning, carrying out, promoting, coordinating and controlling the development of land in the Toolooa PDA, which supersedes the Interim Land Use Plan (ILUP).

All development applications within the transitioned PDA are now assessed against the development scheme.
