Under section 125-128 of the Sustainable Planning Act 2009 (SPA) the minister may exercise their power to direct a local government to amend a local planning instrument or/and prepare a consolidated planning scheme. Similar provisions are included in section 2.3.1 of the Integrated Planning Act 1997.
